Brief specification description or basic overview of the project: The purpose of this project is to do a good job in registering the information of people coming to Shanghai in the jurisdiction, ensuring timely registration of visitors and timely cancellation of pedestrians, assisting community police officers in comprehensively understanding the situation of rental houses in the jurisdiction, registering the separation of people and households in the jurisdiction, ensuring timely registration of visitors and timely cancellation of pedestrians, timely discovering and collecting suspected illegal and criminal situations and social dynamic information among people coming to Shanghai and tenants, timely feedback to community police officers, cooperating with the community to regularly carry out publicity and education on the regulations of people coming to Shanghai, and completing other management work arranged by villages and police stations (specific requirements are detailed in the bidding documents - Chapter 3 Procurement Requirements)...

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持残疾人福利性单位，并将其视同小微型企业；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为租赁和商务服务业。

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、符合《上海市政府购买服务管理办法》第六、七条规定；
5、本项目仅面向中、小、微型等各类供应商采购；
6、本项目不允许转包。

(c)Specific qualification requirements for this program: 3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Comply with the provisions of Articles 6 and 7 of the Shanghai Municipal Government Procurement Service Management Measures; 5. This project is only available for procurement from various suppliers such as small, medium, and micro; 6. Subcontracting is not allowed for this project.
